Dogs were not permitted on the New York subway unless they could fit into a bag, which presented a challenge for owners of large dogs.
But it didn’t take long for them to discover a weakness. The problem is that the regulations simply required the dog to fit inside a bag; they did not specify how tiny the bag needed to be.
